While the 2018 National Defense Strategy and the updated 2022 National Defense Strategy emphasize the urgent need to deter a conflict in the Pacific, most plans involve shoring up military capacity immediately or waiting for new, modernized weapons.

Between these ideas lies a window of opportunity for deterrence in the medium term: developing, deploying, and using technology and novel operational concepts to give would-be invaders pause. In a recent article in Foreign Affairs, Michele Flournoy and Michael Brown make the case that a fast-follower strategy could exploit this medium-term opportunity. In particular, by focusing less on carefully vetted but slow-to-develop requirements and instead focusing more on emergent technical opportunities and experimentation, the military may be able to augment its existing capabilities.
